According to the Hartford Business Journal, Citicore Development Group and a local partner have received preliminary approval to redevelop two vacant office buildings at 1 and 10 Targeting Centre in Windsor into a 201-unit apartment complex, along with a Starbucks and 9,200 square feet of retail space. The 11.6-acre site, located near Interstate 91, includes a 97,256-square-foot four-story building and a 51,778-square-foot three-story building, with plans for phased construction starting with a new four-story residential building and conversion of the larger office structure.
