According to the Hartford Business Journal, the City of Hartford and Grow America are developing a 32,000-square-foot mixed-use building at the corner of Albany Avenue and Woodlawn Street on a 2.3-acre city-owned parcel, with a total project cost of $19.4 million. The site, intended to house Hartford’s health department and ground-floor retail, encountered unexpected subsurface pollution and drainage complications, prompting a proposed $700,000 emergency infusion from the Capital Region Development Authority.
