
According to the Hartford Business Journal, the Town of Winchester is seeking a developer for a 118-acre site along Wallens Hill Road where a 104-lot subdivision stalled after the 2008 housing crash. The property includes 1.2 miles of roadway and installed water, sewer, and stormwater infrastructure, and is located just over a mile east of downtown. The town, which claimed the site through blight liens in 2015, is testing utility quality and has launched a two-step RFQ/RFP process with initial submissions due December 1.
