According to the Hartford Business Journal, Connecticut has replaced its decades‑old Transfer Act with a new release‑based cleanup program intended to speed redevelopment of contaminated properties . The updated system, which took effect March 1, shifts environmental obligations away from real estate transactions and instead requires owners to address pollution when it is discovered. State officials say the change will make it easier to reposition long‑stalled industrial sites, supported by a new online reporting platform that tracks cleanup activity statewide. Economic projections from the Department of Economic and Community Development estimate the transition could generate more than 2,100 construction jobs and $3.78 billion in economic output over the next five years.
