
According to the Hartford Business Journal, East Hartford is advancing a tax increment financing agreement to support the redevelopment of roughly 30 acres at the Founders Plaza office park into a mixed-use district featuring approximately 1,000 apartments, retail space, commercial uses, and enhanced riverfront access. Port Eastside and its development team have assembled much of the property, while the town and state have committed significant public funding to facilitate the project. East Hartford secured $6.5 million in state grants to demolish the approximately 150,000-square-foot former Bank of America building and parking garage at 99 Founders Plaza, where a new apartment building with at least 300 units is planned, and an additional $6 million has been awarded to help convert the 19-story office tower at 111 Founders Plaza into roughly 240 to 260 apartments. The town is also pursuing another $9 million in state funding, with completion of the initial phases anticipated within the next four years.
