According to the Hartford Business Journal, Windsor officials are evaluating an expansion of the town’s tax-abatement program to encourage the redevelopment of underutilized office properties and support new multifamily construction. Office conversion projects could qualify if buildings have been at least 45% vacant for a year and meet investment thresholds or are redeveloped into housing that includes long-term affordable units, with potential tax abatements averaging up to 50% over five years
