According to the Hartford Business Journal, WW Manchester LLC, an affiliate of Spectra Construction & Development Corp., plans to convert the historic Clark Building at 160 Hartford Road in Manchester into a 40-unit apartment development. The roughly 30,000-square-foot former Cheney Brothers silk mill structure, which dates to about 1870, was purchased by the developer for $1.7 million and is now the subject of a wetlands permit application.
